This report makes no mention of Islamic radicals, who have been responsible for many terrorist attacks over the years. Wouldn't it be accurate to say Islamic radicalshave been responsible for almost ALL terrorist attacks over the past 15 years?

I would agree with you, although some might cast the net so wide that other groups would qualify. When we consider that terrorists have no qualms taking the lives of those who don't agree with them, and the fact that Islam supports the murder of anyone not a muslim, then it's easy to see why your contention would be true.
