en.wikipedia.org/wiki/Latex_(rubber)"Latex is the stable dispersion (emulsion) of polymer microparticles in an aqueous medium." "The word is also used to refer to natural latex rubber; particularly for non-vulcanized rubber. Such is the case in products like latex gloves, latex condoms and latex clothing. "

I understand from the news that Larry is proposing bars stay open 'til 4 am? While I realize this is the case in larger cities (Albany & NYC, for instance), what could be offered in Utica at that time of night to entice people to stay out other than drinking?? Believe me, I'm no prude but I don't see the benefit of this other than to give a small amount of extra income to the bar owners & therefore tax revenue to the county. But to the detriment of whom? Eh, it wouldn't bother me a bit. I won't drink one more beer because of the opportunity. It's kinda like gambling at the Casino, in that respect: it one is going to do so, (s)he will. Personally I think it's a stupid idea, along with selling Lotto tickets, prohibiting fireworks, trying to make people license their dogs, and raising the cost of fishing licences and insisting that we run our windshield wipers when it's raining and refrain from using cell phones when it's damned OBVIOUS that they can't enforce ANY these rules.

What about putting your lights on when your wipers are on?
I cannot tell you the number of accidents I almost had because some dumbass didn't have their lights on in heavy rain. People may be able to see just fine without them on, but others cannot easily see your dark vehicle that blends in with some of the terrain during a dark day with heavy rain.
