The OBVIOUS solution is to introduce new blood by ousting the incumbents and welcoming newcomers.
The HANGUP is that The Locals believe the tale that the incumbents' "experience" is a vital necessity, and that they fear and shun newcomers.

Snickers, by the looks of voters coming out on election days, I'd say it's more reason of apathy then the locals fearing and shunning newcomers. The parties are the ones who are dragging their people out to vote for their candidates and hence, no new faces in any elections. Plus, I believe many of the younger generation could care less who is running and gets elected and most don't even know what the inside of a voting machine looks like. I worked for the Board of Elections for many years and was always very disappointed to see the low turnout of first time or young voters. Don't really know what message to put out to get people to utilize their right to vote but until we, those that do want a change, focuses on getting the people out on election days, nothing is ever going to change.
