Then by that logic, cell phones should be illegal. They don't want you to do it while driving. It has proven lethal and unless a cop actually observes the offender on the phone there is no way to catch those who are breaking this law.
Because a new problem will be created does not justify not doing something. As I (among several others in various threads) have laid out, you solve a litany of other problems by legalization. To me it would be more than a fair tradeoff. In fact people are driving stoned now and the illegality of it is doing nothing to prevent it and you still face the same challenges of proving it in court.
the real reason it's not decriminalized is (as NHcit, points out) because of emotion and the negative stigma that's been attached to the substance. To be fair, I'm sure science can come up with a reliable test for it given time.
We will never see the legalization in our lifetime because we have too many insecure people in this country and fear is used as a tool to manipulate those individuals. Remember those, if you buy drugs you're supporting terrorism adds? What a wonderful piece of propoganda.

Remember those, if you buy drugs you're supporting terrorism adds? That's why you should only buy it if it's made in America. Seriously, if it's legalized, it could be taxed. The revenue alone could fund world war 3.
