The man - who is described as being black with blotchy skin, 6-foot tall, 175 pounds, and wearing a blue baseball hat and brown jacket - allegedly walked into the bank at about 12:30 p.m. and demanded money. Emergency dispatches indicate no weapon was displayed during the robbery. A man matching the robber's description was stopped by police near Howard Avenue and James Street and was cooperating with police, according to a reporter at the scene. WKTV showed the face of the guy who did this. I see this guy on the bus alot and he very mentally slow. I am surprised he even came up with idea on his own. He can't figure out how to tie his shoe's let alone rob a bank. Doesn't seem like that type of guy to rob a bank

That is sad. I saw his picture on the UPD facebook page. He looked somewhat retarded. I wonder if someone put him up to it and took advantage of him, or if he simply did it on his own. Bank robbery is a federal rap and he will be dealing with the FBI and Federal court.

He was released to his mother and is home. Lot more to the story and the UPD is aware of it. They know him quite well and took good care of him till he went home with his mom. I'm sure when they are done investigating the truth will come out and all will be fine for him.

I remember him from around the neighborhood a long time ago. He is mentally retarded and there is no way he came up with this on his own. Not a chance in hell. I never knew his name but I recognized his picture on the OD this morning.

Did I read that he only got $100 or so? Someone probably put him up to it and expected to reap the benefit and take the cash. I hope that if that is the case, that whoever took advantage of the poor soul is found and prosecuted for the crime. Accessory to bank robbery should put them away for awhile even though they didn't do the actual robbery.
To take advantage of a mentally impaired person is despicable and disgusting. I am glad that the UPD knew him, cared for him, and that he was released to his mom. He probably doesn't even realize the serious nature of the incident.
It is a case where nobody was hurt, the money was probably recovered and no harm resulted. Kudos to the UPD for handling the situation with compassion and common sense.

Ya know Clipper, the UPD has always had compassion and used common sense in dealing with mentally impaired people especially since Utica is not that large and they know most who are impaired and their families living in the area. They've been dealing with my cousin for years now who is a severe schizophrenic and is a danger to himself and others when he won't take his meds. I've lost count on how many times they had to arrest him. My family can't thank the UPD enough in how they always handled him even when their own safety was in jeopardy. Chief Williams has his officers trained well in these situations. What people have to understand is the police HAVE to do the arresting when the mentally impaired does something wrong as in this case. With each arrest the person is evaluated and is given the help they need. The sad part is the mental health department does not hold them long enough to get long-lasting help and supervision mainly due to the Hippa Laws which was suppose to protect the mentally impaired, but is working against the mentally impaired who really need more extensive help and supervision. In these cases the hands of the UPD and the families of the mentally impaired are tied. Very, very sad.

UPD was more or less forced to learn to deal with the mentally impaired, both the retarded and the mentally ill, when Utica State dumped all those poor souls into the community pretty much unsupervised, when in some cases they had been institutionalized most of their lives and hadn't a clue as to how to survive on their own.
Even when they lived in group homes, they were turned loose in the city during the day and people took advantage of them, short changed them, laughed at them, and in some cases they were a nuisance and caused a lot of heartburn for business owners where they loitered and drove paying customers away.
UPD has done well in getting to know many of those individuals and in befriending them so they knew that the police were their friends.

He was put up to it. Poor kid doesn’t have a clue, he used to participate with us in a lot of the events we had up on James Street. They know it wasn’t his idea, he can barely read or write. He did “make away” with several thousand dollars, went home and showed his mom and then she called the UPD. He’s out because of these facts and they know he would never do this or harm a flea.
Now to find the absolute a$$wipe(s) that did this to him.

Many are quick to complain and bi*ch about what happen to Joey but not willing to set aside the streets code of silence and come forward with any info.

On Sat one of there elderly women got on the bus dressed like it was 90 degrees. She babled about going to Walmart, 97cent store( 99 cent) and Wendy's. The damn bus driver just ignored her. I was trying to get her to understand that the bus she was on didn't stop near Wendy's. She could go to Walmart and Wendy's on the same bus. Then the bus driver tells her to walk from Price Chopper to the bus stop on Riverside Drive. She was so feeble and talked like she was drugged. I wonder if she ever got to Wendy's. I told her to go to Dunkin Donut's instead of Wendy's because it would be easier for her. Hope she made it back home. Last summer an elderly frail demented women got on the Riverside bus but the bus driver was caring enough to drive to the garage to get her some help. We were trying to get her to tell us her name and where she lived but she was totally confused. We get to the garage and the ambulance is called and these guy don't even know how to handle the situation. Finally after seveal attempts to find out where she lived this elderly unkept guy at the back of the bus yelled out; she lives near me at Loretto. The bus driver says to the guy; sir why did't you say something 15 minutes ago. He says; no one asked me. WHat a day.
