UTICA — Police believe they have found two women who were caught divvying up $2,000 they found in a bank bag that was accidently dropped June 21 in the North Utica Walmart.

Charlotte Welch, 65, Jay Street, Utica, and her daughter Cyrena Welch, 36, Church Road, Sauquoit, have each been charged with fourth-degree grand larceny, a felony for their alleged participation in the crime.

Officers said they received numerous calls concerning the case after posting video of the women on the department’s Facebook page.

Money the women allegedly stole was expected to be used for concrete work at the Whitestown American Legion, prior to the group holding a fundraiser for slain Oneida County Sheriff’s Deputy Kurt Wyman. The barbeque fundraiser is scheduled for Nov. 11, Veterans Day.

Charlotte is generaly on the daily bus with me. She does have some physical and definately mental health problems. She is always talking about her daughter who is bi-polar and has a history of drug abuse. She always talks about her future husband who lives in Saudi Arabia and finished medical school and who is now in his internship.They met through the internet. SHe like to say that she is going to have to get used to wearing the veil when she marries. She also is seen with that older lady in the video whom she takes care of. Apparently the older lady has money but she also has many mental health issue's that Charlotte advises on. SOmetime I wonder if she is taking the older's person' money or if this is a story that Charlotte makes up. It is a shame she found that money at Walmart and then decided to divide it up with her daughter. Probably will end up in jail for this stupid thing to do.

Not much sympathy to be found here Alan. A person is either honest or not honest. It is black and white. A thief is a thief, and a dirtbag is a dirtbag. There is NO excuse for dishonesty or theft. The money didn't belong to them, and they are seen on the video dividing it up. If they are found guilty, I hope they burn their asses.

An example of true honesty is a story about an incident that happened to me this past spring. We were traveling to Nashville area on a bowling trip. I stopped for gas, laid my wallet on the counter at the gas station while I counted some pocket change to the cashier. We were talking about how cuter the little baby was that was in a child carrier behind the counter and I walked out without my wallet.

We were thirty miles up the road before I discovered it. An hour passed by the time I got back there to pick it up. In that hour, the girl behind the counter had called everyone she could contact through info in my wallet. My son, my friend here in Bristol, an uncle in Atlanta, and asked them if they could contact me by cell phone.My wallet contained only a small amount of cash, but also contained two debit cards, my VA benefit ID card, several credit cards and my driver's license. I gave that smiling little cashier girl $30 as a reward for her honesty, which she didn't really want to accept.

THAT is what someone is supposed to do if they find money or a wallet. Try and find the rightful owner. Not steal the damn money and keep on truckin.

I agree with Clipper. I can only imagine the spin she will take on this. I didn't want to imply that mental or physical illness was an excuse.

I guess people of our generation were simply brought up with a deeper sense of morality and honesty. It was almost universally believed that there was nothing worse than a liar or a thief.

I hope they do their "spinning of the story" from a small confined space with a combination stainless steel sink/toilet in one corner and bars on the windows. The county taxpayers are probably supporting them anyhow, so it will just be a change of address from Utica to Oriskany, lol.

Here's a true story.* About 25 years ago on the Thruway just south of here, I stopped for gas one afternoon and found $85 in a roll of bills on the ground next to the attendant's kiosk. I asked him if anyone had lost some cash. He reached into his shirt pocket and pulled out a roll of bills, barely inspected it and announced that yes, he had lost some cash.

"How much?" I asked.
"Oh, it's hard to say," came his answer, "since I never count it up while I'm on the job."
"Then how do you know you lost it?" I asked.
"I can tell," he said, lamely.

I asked to speak to his manager and was directed inside to the food booth area where I found Muzza The Manager, if I remember the name correctly.
I told him I'd just spoken to Mo and filled him in. Muzza looked at me like I was crazy. I decided he was probably correct, but I see myself as an honest person, if not a complete babe in the woods.

I wrote my phone number on a napkin and handed it to him.
"Look," I said, "if a customer comes back looking for his roll of bills or if you come up short when you cash up at the end of your shift, call me and tell me the amount. If it's close to what I've got in my pocket, I'll stop back tomorrow and give it to you."

I held the money for a week and never heard from Muzza. Someone I told this story to later told me that it would have taken a miracle for Muzza to realize he had lost $85, if true. Evidently when these places cash up, they're luckly to be within $500 of what the paper tape says.

*Because I'm a storyteller by trade, I have to specify what's true and what isn't!

In todays world Dave, that $85 wouldn't pay for the gas to fill a mid sized sedan at a Thruway gas station, LOL.

....or for breaking the law. I'm pretty sure the courts agree with that also because if a person needs to be evaluated the courts will send them to a mental facility but after their release they still have to serve time in jail for the crime they did commit and rightfully so. Sh*t, half the people walking our streets today aren't playing with full decks.
