Why was the Lieutenant at the Sheriff's Department forced to retire , and not charged criminally ?

I would have to guess just plain politics Lefty. I don't know all the details of his offenses, but I think he is being ALLOWED to retire, not FORCED. I imagine if he were silly enough to want to answer the charges in court, they would be happy to accommodate him.
I know a lot of deputies, but not this one, so I actually don't have enough information to form an opinion one way or the other.

I think Lefty is speaking of Pfendler. He is alleged to have used the department computer to pursue correspondence courses and homework, while collecting overtime for those hours. If that is the case. I don't blame him for retiring. If they found him guilty and made him pay back the overtime, it would be a big chunk of change.

he does have to pay back the overtime as well ,in lieu of criminal charges

Well then I guess there is little reason to question the outcome and the decision not to press criminal charges. I know there was some doubt at one time as to whether he was doing anything illegal, and Middaugh stuck up for him about using the county computer for his course work until the "overtime thing" hit the fan.
If I were still paying taxes up there, I would be happy that it was settled without spending county taxpayer money on legal ping pong and a trial.
