I may have mis-read what was reported about the civil service test, but from the description of the test I don't think it would qualify him for a department the size of New Hartford either.
Maybe if Barney Fife has retired there is a position for him.

Tis a sad day for N. Hartford. They're losing one of the best.  My best wishes go out to Chief Philo in his retiring and I wish him all the best in his new position at Utica College.  Heartful thanks go out to Chief Philo for 30 years of dedicated service to his community. ;D
