There was an interesting letter to the editor in yesterday's OD regarding Roefaro's refusal to use this time card system in city hall. Why not? The taxpayers shelled out {I forget the ammount}a few thousand bucks for this tool. It sounds to me that Roefaro is afraid of a little accountability when it comes to the comings & goings of his employees. What other reason can Roefaro give, other than "nobody is going to tell me how to run city hall", which was the mayor's idiotic response to Cerminaro's demand that the system be put into place. Me thinks that Cerminaro is aware of some shenanigans going on, but won't publicly state his concerns. If Roefaro won't use the Kronos system, than Cerminaro should sue to force the mayor into action.

We already know that the mayor spends more time at the funeral home and social events than he does at work in city hall. Maybe he is afraid that someone might want him to work some regular hours also if THEY are required to clock in and out. Or maybe the multi tasking staff might have to show up on time and do something for a change other than dashing in and out taking care of personal tasks.

How about pissing away taxpayers money on a system that the taxpayers have bought & paid for, but which the mayor refuses to use? What's the big deal in requiring employees to account for their time?

Kracker, I'm not disagreeing with you. I certainly believe that the system should be deployed. And if the employees are all showing up for work, then they have nothing to fear. I'm only questioning how you would go about compelling roefaro to deploy Kronos without some kind of legal mandate or other authority compelling the mayor to use the system.

Mr. Roefaro's refusal to use the Kronos system appears to be a violation of the Common Council's oversight powers in the City Charter, Sec. 3.007 (3.007.B.17 specifically), and Sec. 5.001. I'm not sure if the Council specifically mandated participation, but actually using the system seems to be a natural outgrowth of approving it's purchase and installation. Otherwise it's a nonsensical expenditure.

From the City Charter: Sec. 5.001. Office hours for city offices. Unless otherwise provided by law, all city offices shall be kept open for the transaction of business each day in the year, Saturdays, Sundays and legal holidays excepted, from 8:30 a.m. until 4:30 p.m. The common council may direct any city office or department to be kept open at such other hours as public convenience may require. The common council reserves the right to control the hours of employment of all departments and employees unless otherwise provided by law or ordinance.
Bolding mine. Without accurate records and accountability that power is pointless.

Thanks for the info., Gear. It sounds like the common council should meet with its attorney and file a notice of claim with the mayor and follow up with an Article 78 petition.
