I think that I'm reading this right. The city paid these codes stipends by mistake (we knew this). These stipends were based on the codes dept reaching a fund threshold from FIRE INSPECTION fees. Apparently these fees were lowered this year by the CC? Then Roefaro's rubber stamp committee lowered the respective threshold? Convenient. Would this have been the course of action if these hadn't already been paid out? Does Mayor Roefaro have ANY idea about what goes on in this city? Notice how Roefaro as usual won't answer any questions? No, Roefaro doesn't have any idea what's going on. He's too busy running his business. He's an absentee mayor, who should resign. He has got to be the worst mayor this city has ever seen, bar none. Look at the financial mess that is New Hartford. That's where Utica is headed. The result of incompetence, laziness, corruption, & all the rest. It's only a matter of time.
