This is just a suggestion for when we decide that the last stimulus has not performed to expectations and that another stimulus is needed. It is based on the concept that to encourage desired behavior one should reward that behavior. (This seems to work with grandchildren & training animals.)
If we want to increase employment in America we should reward employment of Americans. It seems straight forward, for every $1000 of legal payroll a company gets X dollars of tax credits. X is adjusted annually until we get the result we want. (I know that payroll expenses are deductable for a corporation. I want to go beyond that until we reach a level of employment we want.) I want to base it on payroll dollars rather than number of employees because I want to encourage higher paying jobs not just minimum wage jobs.
What's the worst that can happen? Companies will learn to maximize their bottom line by finding ways of maximizing the labor content of their product? Imagine the horror if some companies manage to make large profits while making their taxes go away by paying large amounts of US payroll.
Of course there will be immediate calls to limit the amount that can be credited for pay to top executives and special provisions made for special interest industries and companies. Stomp on these ideas. If our elected representatives can't get headlines for bringing home the bacon or cash from PACs, they may be forced to work for the common good.
Bonus round: If someone knows a member of the Utica School Board, could you suggest that instead of spending $millions on reconfiguring the admin building into temp classrooms, perhaps some use could be made of the Catholic schools which have just been closed.
