Agreed, and those factors combined, labella is the inferior choice! Lacks leadership ability, job knowledge, courage (couldn't even take the same test on the same day with others), self discipline (can't stick to the same story), self respect, respect for others (can't be honest to the people that he wanted this position the second he publicly announced his support for roefie, and common sense dictates that he should have stuck to his original story rather than interview this second time around. The two deputy chiefs were there for a reason, they have all the factors you listed and then some, including actual experience in managing the police force.
