but what does the whole sentence mean?

That sentence kicks up what the meaning of is is a whole 'nother notch.

If you parse it carefully, you'll note that he didn't say ALL of the raises were off the table. That implies that SOME of the raises were still on the table.

Of course, nobody but Angelo realized that at the time.
