I'm serious. How would the mayor's lack of signature NOT prevent the amendment from taking effect? Doesn't that go against the grain of our form of government with checks and balances?

Gotta leave for work so I can't look it up right now.
If I remember correctly, on the federal level the President has 10 days to sign or reject a bill after it is delivered by Congress. Otherwise it becomes law w/o his sig. An exception is if Congress is no longer in session when the 10 days ends, known as a "pocket veto."
No idea if something similar is at work here.
