Lucy, I guess that's what it boils down to. None of us want to see our daughters in that situation. It brings forth babies having babies. It is a crime and should be handled as such. Would not want to see any exceptions made at this stage now. It took years for some of these laws to be put in place to protect all of us in sexual offenses. I fear with exceptions there will be some smart a** attorneys who will manage to get their guilty clients off. Not good! Besides, I'm sure with each offense the offender has his or her side of the story and most is probably not the whole truth. We don't know the whole story and the offender will never be willing to tell all. I feel if you're old enough to have sex then you're old enough to know the consequence. If you do the crime, (it is a crime), then you do the time and all that comes with it.

Dave, The sexual offender's unit which consist of two Investigators and one secretary at the UPD was formed last August 2008. Utica's population is approximately 60,600+ with approximately 220 (minus 21 now ) sex offenders which consist of all levels 1, 2 and 3. Level 3 being the most serious sexual crimes. This unit takes care of the residency, mail in verifications, photos of all sexual offenders and do home visits. They made the arrests of the offenders and these would be added new charges. Sure, Utica is not unique in having to deal with sex offenders but I'm reserving bragging rights in saying we ARE unique in our Police Dept who is proving by forming this unit they are working extremely hard to keep us all safe by keeping the sex offenders living here in total check. The proof is in the pudding, 21 offenders off our streets in under a year of hard work. ;D

Ralph, not sure what Lenny you're talking about. Do you mean Lenny F.? He's been retired for a few years now, if that's the one you mean. You got me confused because there's been no Lenny in this new unit and up to now there was no other unit for these duties. As far as I know there's only two Lennys that I know of. One is retired and the other was injured and has been out of work for quite a while now. Sure you got the right name? Hey, glad to see ya got a few minutes to relax. Good to see you the other day. Might see ya again since my work schedule is pretty busy again this week. If I work late and I see your vehicle, will stop in. ;D Haven't heard from Fran so far.

Wow.....I knew he had retired but didn't realize it was that long ago! He kept them in check when he was there and the new unit owes a lot to what he set up when he was there.
Glad to get a chance to see you as well. Was really surprised to see Donna stroll in, been a few years since I had seen her myself.

There was a report just out that said the registry (or Megan's Law, or whatever), although records were everyone is, hasn't done anything to lower the amount of re-offenders.

Ryan, the laws such as Megan's law and others similar have changed laws, rules, regulations and the amount of time in prison a sex offender is sentenced to. Most of these new requirements that an offender HAS to do now is because of new legislation put in place because of Megan's law and others. I really can't see how this has not changed things with re offenders. For example, the simplest thing such as not registering their address does violate the offender and sends them back to prison with added new charges against them keeping them incarnated for a much longer time then ever before. Without such laws as Megan's laws the registration and other requirements would not be in place and 21 offenders caught recently would not be heading back to the big house. ;D

Tell her that the "busdriver" said hi. She is a great gal, and I really had it bad for her at one time. haha. But then she met Dick, the millionaire before we really had a chance to date. Hmmm. Why would she choose a millionaire over me, the divorced Central Coach bus driver, or Little Joe the mail man, LOLOL.
She was a beautiful girl. Is she still just as attractive as ever? Hell, YOU hung in there and preserved MOST of your looks Sunshine, haha. I have to imagine that Fran did too, right?
Could be worse. You two could be old, balding, and fat, like me. I have some HARD miles on this old body, haha.

Sh*t! I missed her call again. Left her another message. Seems after all these years of not seeing each other we now have to play cat and mouse with the calls to talk to each other. Will deliver your message when we do connect. It's so funny Little Joe stopped over here during the holidays and still holds it against me for fixing him up with her. After that disaster I did no more matching up. They were all on their own and from what I see, they didn't do any better on their own. Can't speak for Frannie because I haven't seen her in years but I do know that she and I have a lot of HARD miles on our old bodies to. We just learned to hide things better then you guys. It's a women thing.

If it makes you feel any better Clipper, he wasn't all that and a bag of chips......only lasted a few years.
Donna and I almost got married once upon a time, and as much as Bobbiez and I talked the day she was here I didn't realize that connection until Donna walked into the store when she was there.
Truly is a small, small world around here.

Is "little John" ( her son) in the area too? He was a smart kid, and a nice boy when I was at her house for supper on one of only a couple of occasions when we knew each other. I was there to a home cooked dinner once, and for coffee once or twice, but then she met Dick, hahaha.
Yeah, I know she didn't stay married to him for too long. We never got to be an item, although I would have loved to, haha. She was gorgeous.
Time moves on. My gosh, Donna was only in her early teens and John could not have been over about 10 or so. Fran was on Kemble St then, around the corner from you, and she worked at Bank of Utica, and sold cosmetics, or Bee Line fashions or something on the side.

Funny way the world works. Though I went to school with Donna we never made a connection until after we had both been out for a while, and after they had moved to Deerfield!
We were together for quite a while and moved down to Texas for about a year then back here for a few, finally slit up and remained friends. When Fran and Dick split I used to help Fran take care of the house up there until she decided to get rid of it.
In the end I wound up marrying one of Donna's best friends, though in the end that went south as well. We managed to keep in touch a bit over the years and I did a few things for her when I was with Faith Furniture. Last I knew John was living out in Rome. He was a good kid, haven't seen him in years though.
Haven't seen Fran in a while either, really loved that woman, she understood a lot and dealt with more in life than she have had to.

Another one put away by UPD's sex offenders unit for not reporting his new address to the proper authorities. Hats off to the two Investigators, John Sitts and Anthony Salerno, who are the ones working this new unit. The public can feel some relief knowing you guys are on the job and doing it well, quite well, with all the arrest you have made in just a few months. ;D You guys rock! Keep up the great work. I'm sure you have put the fear into the sex offenders in this area and will be instrumental in making them walk the straight line.
