It occurs to me that an over-riding goal of the Israelis is to minimize civilian casualties.
Hamas' sole strategy is to maximize civilian casualties.

Exactly Frank. It is the goal of Hamas to hide behind the civilians and make Israel look bad when they are forced to involve civilians in their attacks on the Hamas strongholds located in civilian neighborhoods and locations. Kinda like little wussy punks, throwing snowballs and then running to hide behind a woman's skirt, peeking out and sticking their tongue out.
