After living in NYC shelters some of them might even grab a ticket to Mexico. WTH, lots of sunshine, nice beaches, and great Mexican food. They may even be encouraged to go back to Florida or Texas. A bit of political revenge may play a part. The poor souls may arrive somewhere just in time for other places to buy them tickets to somewhere else. Seeing America on the taxpayer's dime while living in Limbo, moving from one place to another and one shelter to another.
