IMHO the person that neglected those horses until they were emaciated and in critical shape should have been given a dose of his own medicine, put in a cell, and not fed regularly for an extended period of time.
I feel for the horse lover that is fostering the horses and has footed the bill for the feed and the farrier care. I see that she has been told that the 17 or 18 thousand dollars she has invested in the care will be paid for by restitution funds. Restitution? What if the jackass that let the animals suffer doesn't have the money to pay the restitution in a timely fashion? I am of the opinion that when the case has been tried and disposed of, the woman who is fostering the horses should be given ownership of the animals so that she could either keep them or sell them to recover what she is owed for board, farrier care, and feed.
I remember the photos well. The person who owned those horses should be heavily fined, do some jail time, and should be forbidden from ever owning animals again.
