I would like to read how this works out for them. The solar panels would reduce evaporation with the added benefit of increase in energy.

Sounds like a good idea but with the drought easing in California the idea probably won't go anywhere. As a side note I'll bet a lot of people who moved to the Southwest to get away from winters regret it now that they're tormented in summers with ungogly heat waves like the one now with no end in sight.

Seems like a worthy way to take advantage of solar power without placing the unsightly panels where they will mar the landscape. When we lived in Phoenix years ago there were several irrigation canals that passed through the area. There were miles of canal available where the panels could be installed. Much more desirable than massive unsightly solar farms marring the landscape in other areas.
