Today I went to Lowe's to pick up a gallon of paint as I finally decided to paint some of the interior trim work around the house that needed it. I paid the $38 bucks for the paint plus the sales tax & went on my way. Got home & looked at the receipt & there's a $.95 charge for get this, & I'm reading off the recript, NY Paintcare Recovery Fee. Waaaaat? I never heard of this. Now $.95 ain't going to make or break me but if someone is buying a decent quantity of paint that fee is going to add up fast. Anyone hear of this cuz I never have. A fee on top of a sales tax for a lousy gallon of paint. Only in N.Y.
And they just can't figure out why people are leaving N.Y.S. as fast as they can.

The other recovery fee that always pissed me off was when they charge you to get rid of your waste oil when you have your oil changed. They turn around and sell it to a recycling company that pays them a good price for it. Here there is a company that services most of the dealer and oil change places. They have a tank truck with a pump and they just pump it from under ground tanks of oil drums into their truck.

It is the fee you pay in NY to operate the paint recycling centers. I thought it was only $0.05 per gallon but evidently I am way behind the times.

It's a ripoff, another way for NYS to get into our pocket. If I buy a gallon of paint or whatever why should I have to pay a fee to recycle something that I'm not recycling? Thd fee is slapped on at the cash register automatically. Outright thievery.

I agree BHU. If people properly dry the paint and put it into the regular trash why should they pay for recycling the paint that they disposed of in a prescribed manner through the normal wasted stream?

I agree BHU. If people properly dry the paint and put it into the regular trash why should they pay for recycling the paint that they disposed of in a prescribed manner through the normal wasted stream? We can take unused paint to the transfer station run by OHCSWA & leave it there for free so why is NYS ripping us off every time we buy paint? Because they can. Because this governor is an idiot & so are the lawmakers who go along with this stuff. Next they'll want to tax us more for breathing in oxygen & exhaling CO2. Sorry for the rant.

Now that you mention it, I remember taking paint to OHCSWA when we were getting ready to move here. They poured it all in 55 gallon drum and the guy taking it said that there was a company that mixed it, added color and recycled it back into useable paint.

I learned something this morning. Oneida county now requests us to sort paint by color rather than mixing them all together. I know that mixing many colors results in a color once named "Seattle Beige" because of it's early use in that city. I save whatever leftovers I have from paint jobs for touch-ups in case of accidents.

When I lived up North there was a landlord named Tony Arcuri that owned several rental apartment buildings in Remsen. His buildings were easily identifiable and stood out due to the fact that he was said to have painted them all with the recycled "Seattle Beige" paint. I am curious as to where people were able to purchase it. I assume that in Tony's case it was purchased in wholesale quantities in some sort of bulk containers such as 5 gallon cans or even possibly in barrels.
I always buy Behr paint from Home Depot but now I am curious as to whether you can buy recycled paint, and if so, where. I also wonder if it would be labeled as such. It is doubtful that it would be sold at Sherman Williams or Benjamin Moore stores. I wonder if any of it ends up back at those manufacturers to be mixed into batches of new paint. Curiosity led me to further research the subject and the only place I can find an outlet for it is on Amazon, marketed as "Recolor" with the "eco" highlighted in green on the label, but there must be other outlets for the product. It costs about half the price of name brand paints sold in the big box stores. Now I am left wondering how many people actually order paint on Amazon. I don't see myself ordering gallons of paint online. The first thing that would probably be painted would be the porch floor when the Amazon driver throws the box on the porch from 10 feet away, lol.

If you want to buy recycled paint, one of the largest suppliers is a company called RECOLOR, a woman owned company with paint available at most large paint retailers and Amazon. They don't have Seattle Beige as a listed color but I bet they know what it is. There is an official color called Seattle Mist which is a nothing grey to my eyes.
