wcyb.com/news/local/convicted-killer-formerly-on-death-row-arrested-in-kingsport-stephen-leon-williams#It is a scary thing to imagine but this guy was wandering the streets of Kingsport, until he once again ran afoul of the law. The photo looks like something out of Mad Magazine and his criminal record is quite frightening. Just think. Any one of us could have such an individual living next door. How does someone who dismembered a body. He killed and dismembered a guy in the 80's and then set the house of fire, and in 2020 there was a woman's body found under a house that he had lived in. He was on parole but was wandering the streets, violating his parole by using and possessing meth. Looks like the meth destroyed his teeth and he lost his dentures somewhere along the way. It just seems to me that some crimes should never qualify for parole consideration. Someone who could kill and dismembered another person should never again see the light of day from a window without bars. Child molesters, rapists, and murderers simply don't deserve any right to ever walk free again.

Sad but at his age with obvious physical and mental problems, it is probably cheaper for the state to dump him on the street than to care for him. There are halfway houses but most have rules about drug and alcohol use.

Just one more failure by government. Closing so many mental institutions and cutting the budgets of so many other supporting programs for the mentally ill puts the person in danger as well as the general public.
You are correct. He obviously has issues that should be addressed but fair to him or not, I have to believe that the risk to the public is a very real danger with someone that has committed such heinous crimes as he has and is compounding the problem with meth use.
