20 below zero.
* WHERE...Southern Cayuga, Onondaga, Madison, Southern Oneida,
Cortland, Chenango, Otsego, Delaware and Sullivan counties.
* WHEN...From 7 PM this evening to 10 AM EST Friday.
* IMPACTS...The cold wind chills could cause frostbite on
exposed skin in as little as 30 minutes.
* ADDITIONAL DETAILS...Northwest winds will be 5 to 10 mph with
gusts up to 15 mph and a few isolated gusts up 20 mph,
especially across the hilltops.
