I guess if the restaurant owner doesn't want to have police officers in her restaurant with guns, maybe she can call one of the local lib nutcases that served in city government when her restaurant is being robbed by an armed perpetrator, and they can send a mental health professional to disarm the robber.
I hope when there is an incident in her restaurant and she calls the police, that they finish their coffee and lunch in the restaurant that respects them and welcomes their business before responding.
