Well now the census reveals that Utica grew by 3000 people. Mayor is elated and full of joy since it will help the tax base.

In today's world it is a question of whether they will be an asset to the tax base or a burden to the present taxpayers. As long as they come with money in their pocket and a desire to get home, a job, and pay their way they will help the tax base.

Exactly. How many of the 3000 new people will be productive and pay taxes, and how many will be a drain on our rapidly depleting economy?
