A good % of the city's population is a cesspool of gangbangers, lowlifes, drug addicts, welfare bums, thieves, second story men, perverts, etc. In East Utica residents are prisoners in their own homes after sunset because the streets are unsafe thanks to the scum who have taken over. Cuomo did a bang up job with his bail reform law whereby the dregs of society can commit crime & an hour later they're back at it again without spending a minute behind bars. That's one of the reasons that sections of Utica are third world crime infested hellholes.

Folks are become tired of the bail reform crap, especially UPD. Until recently, when we had an apprehension to deal with UPD would come up and issues an appearance ticket and the perp would go home. Since so many of them are not bothering to show up, now they're arrested, taken out in cuffs and back to the station to be processed.

South Utica is becoming the same, decay slowly , slowly creeping upwards. I can see the effects on my little street: we have 2 types of neighbors: newbies and long termers. The long termers have lived her 40- 50 years, refuse to associate with anyone other than other L.T.'s, but they keep there lawns and homes immaculate. The newbies could care less. Across the road we have a rental property. The owners are quite well off and have properties across the city. The renter does just that: rents and puts nothing into the property. The lawns go unmowed, trash strewn on the lawn. Lawn currently looks like a meadow of weeds. No one comes to do any work, the owners just ignore the mess. Down the street we had a house sold for $100,000.00. The new owners are rarely there and the lawns are overgrown and massivly weedy. A part of the soffit on the porch fell off and has yet to be replaced. Next to that house the last owners put in a small orchard and the new owners do not maintain it. Trees are all rotted out, lawns unmowed. On my side, in the row houses, we have maintainance and do our own gardens. Also, the problem of crime , drugs and panhandeling in the area between the Parkway and Arnold Ave is out of control. We have a councilwoman who is totally , absolutely useless. her current thing she is pounding on is "Speeding cars at the Eagle", if you can believe it. Other than that she is absent and unreachable. No one walks at night anymore. What is a person to do? Can anyone tell me?

Oh I suppose they do, sometimes, but not this time. Making the Eagle car free for even one day is not a solution to the problem, it's a stupidly thought out bandaid. And over time will create more problems than they have now...which are not so overwhelming that they need to be legislated away...what they need to do is find the most logical and cost effective solution in the least amount of time that will have the most immediate impact: which is, plainly said: cameras and speedbumps and for those who litter, trashcans. Closing the park to cars for even one day is in defiance of the American with Disabilities Act, and also flies directly in the face of what the Proctors wanted when the park was built: open access for all citizens, in all ways, at all times. This is a slippery slope and mark my words, in a year or two, when said Councilwoman, if she is indeed there, will then want more, she will then advocate to have the park permanently closed to vehicles, further restricting access to certain groups. This is her agenda. I have been watching this shite go down here on FB and talking about it. I would say 75% to 80% of persons are against it, yet...the measure has not been tabeled. Mark my words, the common council is going to shove this thing through. This is the thin edge of the wedge being put forth by a small group of South Utican's who consider themselves the "cream of the crop" and want to keep the park "lilly white" and exclude those "dirty ethnic people", those emigrant newcomers, because, after all, this is "not their park". This is their hidden agenda. I know these people and can vouch that this is so. Unspoken, yet totally obvious. Sunday is the day most families with children, people from all over Utica, all cultural groups, drive or walk up there , and also the most heavily used day so, of course, it has to be Sunday. Interesting to note that the councilwoman has a degree in Cultural Anthropology and Philosophy, yet couldn't wipe her a** with a stick if she had too.

Roscoe Conkling Park is an exception because of the terrain. Unless you are totally able bodied, you cannot make the hill and there is no parking anywhere, but one car can pull up to the closed fence. That would be logical, but when did logic ever have a seat at the table here ? Traffic up there is not that great, there was no need for her to make a federal case over this when it can be easily resolved. If she wanted to adress a really really serious issue I would say panhandeling and people standing on the medium of the Parkway and Genesee or Burrstone and Genesee harassing drivers for money. She's a stupid lazy woman and I scratch my head every day as to how she ever got elected.

I disagree about cars being allowed in our parks. How about the elderly or disabled who are not able to walk long distances? Years ago we had a councilwoman who got cars banned from driving thru Proctor Park. I grew up in East Utica & used to drive thru that park all the time as did everyone else & I don't ever remember it being a big deal or causing any problems. But because some councilwoman for some odd reason got her nose out of joint over it because she was a miserable person anyway the practice was banned & remains in effect to this day. And of course the sheeple went along with it until they realized that they too had to get off their butts & walk to enjoy the entire park. Oops, too late!
Yes, Utica's decline will continue because of dirty politics that has been the norm for Utica since long before any of us were even born. When's the last time that mayor of ours has given a news conference & answered for the condition that this city is in? Or any other elected official in this city? Never, that I know of. At least Tony Picente talks to the press which is more then can be said for Palmieri. From what I'm seeing the CC is also MIA. Except around election time.

Palmieri always seems angry when he is talking in a press conference or news conference which is so very rarely. I wish Mr. Julian would run for Mayor I did not know his Dad died and heard he left him with the Sunnyside Efficiency Apartments. I really miss Hanna he got things done. I respect your opinion about Hanna but from where I'm sitting the only thing he did as far as Utica was concerned was to give it a bad name. He bad mouthed Utica every chance he could. He treated everyone around him like dirt, almost bankrupted the city & was behind the deal to give Hotel Utica away for one dollar, then guaranteed the loan to the developers which ended up costing Utica taxpayer's millions of dollars in loan payments & unpaid taxes when they stiffed the city. Brilliant move on their part, no doubt. The only good thing he did for Utica was to develop the park next to city hall which he named conveniently after himself. Just mho, others may disagree. Some people loved Hanna. I get it.

Breaking! Utica common council at tonight's meeting gravely concerned about the configuration of Utica's flag & goshdarn it it's time we did something about it! A commitee will be formed to further discuss this urgent matter! The city's crime & drug problem, aging infrastructure, how to pay for the hospital parking garage which will cost tens of millions of dollars to build & other issues can wait until they tackle this urgent matter regarding our city flag. Git er done people! We know you can do it & you're up to the challenge! Thanks!

Does anyone know by now if the Sunday car ban is going into effect at The Eagle? I need to point out this fact also for those South Utica doozies who think they are entitled to an "all white" Roscoe Conkling South Utica Park, in all actuality only a small part of the park is in South Utica. The bulk of it is in Corn Hill and East Utica. This is a good thread because the discussion is on the mark. Regarding panhandeling and begging on Genesee Street between the Parkway and Arnold Ave: It is totally out of control. Folks should NOT be allowed to congregate on the median of the Parkway with signs asking for help and everyday there are more and more of them. A person cannot walk in that area without being approached for money multiple times by multiple transient persons. There are transients positioned at the doors of every store and you cannot get by them. The corporate owners of these stores do nothing. This is a dangerous situation. There should be a sign on the parkway median: No congragating or soliciting of any kind , $250.00 fine and then enforce it. Of course, the CC are too busy fretting about a certain fat arsed councilwoman's need to "depopulate" Conkling Park, by restricting vehical access one afternoon a week. So, it's now OK to drive up there and do whatever the other 6 days, but Never on Sunday. Feckin' eejits what I say.

I have only seen one guy near parkway. As long as they do not hurt anyone you answered my one question twice and both times you stated opposing facts.
