When I am out traveling by Bus or walking I like to view what is going on around me. One thing that sticks out is the awful condition of bridges and the under side of the bridges. So much rust and graffiti. I was thinking rather than giving out speeding tickets or tickets for jay walking ( do they do that anymore) or littering ( do they do that anymore) or very loud music emanating from cars( is that ever done) and a few others why not issue a ticket to appear before a judge for community service. Scrub away the rust and graffiti and paint bridges and the undersides of bridges. Help trim trees. Help shovel sidewalks and mow public and private lawns. I could go on......Utica area needs some serious work it is a mess.
