Probably spawned by a night of New Year's Eve revelry gone bad. Most likely a hung over, alcohol impaired nitwit who thought it appropriate to go to the roof and empty a magazine into the air in lieu of setting off fireworks, which are also illegal in NY. Chances that a 19 yrs old was in legal possession of the handgun are pretty slim. Especially with NY States difficult procedure to obtain a permit. Those rounds that went up had to come back down somewhere. Thank goodness they didn't hit or injure anyone.

That area's pretty barren all the time except for cars. would love to know how he got up on the roof though. about handguns in Utica, it seems everybody has one, shootings almost every day. Sometimes late at night I hear what I think are gunshots, but I never make the call. I just turn over and go back to sleep. also about fireworks, they are prevelant. on New Years Eve they were throwing them off like pancakes for breakfast. It's no beggar's lunch here when it come's to guns or anything else illegal.

Even back when I was the transportation manager at the OD it was getting bad. My drivers would call in on the radio occasionally and tell me that they had to skip dropping bundles to a carrier or store because they heard gunshots and were afraid to get out of the truck. We would have to have someone deliver that route after the sun came up because most carriers either worked a day job or went to school. Heck we had to hunker down and close the overhead doors to the loading dock one night because there was gunfire across the street in the old post office parking lot under the Genesee St bridge. By the time the cops got there whoever was involved had left the area but they found empty casings there.
