I bought some Lowes topsoil for $2.68 a bag this past spring to use on some drought stricken bare spots in the back yard. The crap was mostly like a wood fiber product and wouldn't even support grass growth. I bought good seed from a local feed store and it would not even sprout in that stuff. I ended up buying some pretty expensive potting soil from the local nursery. I scattered that over the poor topsoil and stirred it in with a rake. At least it sprouted but is still not growing real well. We had a 4 cycle Honda Harmony mini tiller but the gear box went to hell. It was okay for cultivating but not worth a damn for any digging. I bought an Earthquake brand 33cc 2 cycle tiller from Tractor Supply. It digs fairly well. Lots better than the high dollar Honda and it was only something like $169 or $179. It works okay for scratching up the soil 3 or 4 inches deep to plant grass. What brand tiller did you purchase? Those small tillers come in very handy for flower gardens, cultivating, and light tilling. After having the Honda Harmony I was lost without it until I bought the Earthquake. I have a larger Craftsman 208 cc tiller I bought a few years ago. www.americanfreight.com/br/pdp/craftsman-29934-208cc-front-tine-tiller/40211 It has plenty of power but this damned clay challenges it. It wants to bounce rather than dig at times. This damned clay is tough to till. I am disappointed in the big Craftsman. Now I am looking at rear tine tillers but will not buy one until I decide whether I will even plant a garden next year.
