I guess I may be a bit intolerant of people not wearing masks but I don't believe that if there is a mandate in place and it is being actively enforced that there should be any third strike. Maybe a second chance to comply, but why allow a person to violate the safety of others a third time before coming down hard? Let the violations be documented and on the second violation fine the crap out of the person. Not $15 or $25. Make it hurt and make it emphatically clear that the mandate will be strictly enforced and that the fine will not be a mere pittance. Fine offenders $100 and up for the second offense. For a business that is not enforcing the mask mandate hit them with $500 or more. Make entering a business without a mask a trespassing offense enforceable by law enforcement.
I just get completely frustrated when I see people that are not taking this pandemic seriously. In the last few days since it became a true mandate here in Sullivan County and all the surrounding counties in NE Tennessee I have noticed that the vast majority of folks are complying. It used to be that when shopping, at least half of the people didn't wear a mask, and trying to stay 6 feet away from them in a busy store was next to impossible. I shopped for a few items yesterday when I left my rehab session, and quickly noticed that even in a fairly busy store, the people wearing masks probably comprised 99%. A vast improvement. I only saw about 3 or 4 people in the entire store without masks, and people were giving those individuals a wide girth when passing them in the aisle. It seems that FINALLY people are taking the rising number of cases seriously and are complying with suggested prevention measures.
Are there still a lot of people not wearing masks when in businesses in the Utica/Rome area, or is enforcement more stringent there? Does the enforcement of the mask mandate have any teeth in that area? Are stores actually able to refuse service to anyone not wearing a mask?
Here it seems that small businesses such as mom and pop stores, pizza parlors and coffee shops are actually refusing entry without a mask, but the big box stores and major supermarkets, who actually have security personnel available, aren't taking an assertive and active role in enforcement. I find that very frustrating indeed.
