New businesses added to phase one of New York’s reopening plan Irondequoit, N.Y. — Businesses in agriculture, forestry and fishing will now be able to restart in the first phase of New York’s reopening plan. They join construction and manufacturing as industries that will be the first to start up again, according to a presentation during Gov. Andrew Cuomo’s press briefing today. The new businesses were not a part of phase one when Cuomo first discussed it last week. The businesses included in the other four phases of the plan remain unchanged. Phase two will include businesses such as real estate, finance, insurance and professional services. Phase three will include restaurants, food services and hotels and phase four covers the arts, entertainment, recreation and education. The reopening won’t happen everywhere at the same time. New York’s phased approach will begin in individual regions whenever they meet certain required benchmarks. Once a given region meets the requirements, it would be allowed to begin the phased restart. Cuomo first closed schools and nonessential businesses in the state in March to slow the spread of the coronavirus pandemic. The current shutdown order expires Friday. It appears certain regions will begin to reopen at that time. Central New York is just one requirement away from being ready, according to Cuomo’s presentation today.
