Syracuse, N.Y. — Young children and those with some health problems will be exempt from New York’s rule on wearing masks in crowded public spaces.
The new rule doesn't apply to kids under age 2, according to the executive order implementing the requirement. It also doesn't apply to anyone unable to "medically tolerate" a face covering.
Gov. Andrew Cuomo announced the rule on Wednesday afternoon and issued the order on it a few hours later. It takes effect at 8 p.m. Friday. It’s meant to help further slow the spread of the new coronavirus in the state.
Once the mandate starts, all New Yorkers not exempt from the rule must cover their noses and mouths with a mask or cloth face covering when in a public space where they can’t stay 6 feet away from others.

Cuomo said yesterday the order applies in situations like public transportation and streets crowded with other people. He even said people out walking or running in their neighborhoods should wear a mask around their neck and raise it if they pass others.
The mask doesn't need to be anything medical. Any type of cloth covering, including a homemade mask or bandana, would be fine, Cuomo said.
When asked specifically whether people should wear masks in stores, Cuomo reiterated the rule applies anywhere you can’t keep 6 feet away from others. That certainly sounds like the requirement would apply in grocery stores and at other retailers.
For now, there are no fines or other penalties associated with the order. Cuomo said they could be added later if people don’t comply.
He said he expects local governments to enforce the rule.

Effective at 8 p.m. on Friday, April 17, 2020 any individual who is over age two and able to medically tolerate a face-covering shall be required to cover their nose and mouth with a mask or cloth face-covering when in a public place and unable to maintain, or when not maintaining, social distance.
