Isn't there a suburban somewhere in city government already that would work? Full time salaries for people that are already employed by the city? Tell me if I'm wrong, but for $660,000 I'd think we were hiring all new people, not just shuffling salaries around.

All they need is a cube van or cargo van to carry their sniffers and other equipment. A laptop, and a telephone, and a place to change clothes into steel shank boots and hardhats. It is not rocket science. It is rather technical, but not terribly involved once the training is complete.
A surplus vehicle from an auction, or a small schoolbus would suffice and serve them well. They are not going over the road for long distances with this vehicle. It doesn't have to be a motorhome, or special modular unit.

For that much money, I hope it has a quad-20mm turret mounted on top. Or .50 caliber at least.
