Does this position affect the security of the Police Department or is strictly a budget concern? Why is this news and why would anyone really care?

I still don't understand if we really needed the $81,000 job or put that money toward some new recruits? Again why is this news when the average tax payer or whom ever reads this would be clueless with any kind of opinion?

I don’t think that question can be fully answered without understanding how the Department operates.
UPD is heavy in brass, not as much as UFD, but heavy just the same.
What do they do? Are Captains really needed.........can they assume the duties of a D.C.?
Do we need Lieutenants or can their duties be relegated to Sergeants?
A lot of the questions and comments on the OD section are correct. You can’t answer the questions without knowing how their command structure works. And you can always revamp it to suit the newer needs of the City.
While I am not one for chopping out command positions that are needed, neither am I one to let people sit around and gain rank just so they can pad their inevitable retirement accounts at our expense.
I don’t think anyone on the Council has looked at it that way in a long, long time.
'Bout time they did. ;D
