This guy was irresponsible in putting the loaded gun in his carry on to begin with and unless he was actually TRYING to thwart the law he should have made himself aware of any and all laws pertaining to carrying a weapon when traveling, especially by air. I have a book that gives me a guide to the concealed carry laws for all 50 states in case I were to decide to carry my weapon when traveling out of Tennessee and Virginia. My permit is good in 34 states, and one of the states that DOES NOT recognize my permit is NY so I left my gun home when we were up there on vacation. I am not a rabid concealed carrier. I don't normally take my gun along unless I am out at night or going to someplace sketchy like Walmart after dark. (there is a murder trial underway here as we speak for a guy who shot and killed a person in the Walmart parking lot) Not long ago an elderly woman with a pistol permit thwarted a robbery and car jacking in the Walmart parking lot when she pulled her 38 revolver out of her purse and wounded one of the would be robbers, sending the rest of them skittering for cover.
