Second incident involving kids getting sick from vape pens.

Ages 15, 15, and 14? Probably need to track down whoever sold or gave the vape pens to the kids and burn their ass. Isn't the legal age to have a vape pen 18 or 21 years old and subsequently would not the person who provided the vape pens be guilty of selling them to underaged perons?
