I don't know about anyone else, but in my 72 (almost 73) decades on earth, I have always assumed that a decade began January first of the year ending in zero. Regardless of the points made in this article the 20's, for all intents and purposes, will begin with 2020 as far as I am concerned. The points made in the article are actually quite valid, but I am sure that on New Years Eve most people, most likely including those hosting the Times Square celebration, will be declaring that it is the beginning of a new decade.
As for being 1 yr old when emerging from the womb? Well for those of us that believe that life begins at conception, we technically were 3/4 of a year old when we were delivered. I was born in February of 1947, so I guess I was one year old in May of that year. Having that extra year tacked onto my age would have been great when it came to applying for Social Security or when anticipating retirement, but as for now? I feel old enough without adding on any extra year to my age.
