Your welcome BZ, glad to know I am still good for something these days, LOL.
I did know they are exempt from the cell phone law on duty but that is part of the problem. While I can see it in extreme emergencies the fact that they can talk on a cell due to an exemption does not mean they should. It would be nice to find out the reasoning behind it. I just feel this is a thing of setting a good example if they really want people to respect them.

I was told by one LEO that is was because much of their communication in today's world is by cell phone rather than radio. That may be, but there is no reason that they should not use a hands free device just like anyone else. Especially with all the new technology that allows for voice command and other features on the phone that don't need hands on to accomplish incoming or outgoing calls.

Clip, understood, but I don't understand now why some are complaining that the officers aren't abiding by the law when they are. Must be they didn't know the law exempting officers either. The officers have been using their cell phones to communicate with each other for whatever reasons they need. That's the way it is today. This class is working both ways which is a good thing. It is not a one-way street. We can learn from and get a better understanding of each other and in that we can improve the relationship and communication between the public and our officers.

The reason for the cell phone use today is because their radio is always too busy with communications so it's much quicker and easier for them to call another car when the need is there. Longtimer, there is one thing I must state. If the public really wants to be aware of and the reasonings behind what officers do, here in Utica the UPD is, and have been offering many excellent programs free of charge for the public to take advantage of. It is a two-way street for all to learn from each other. Again, thank you for your much needed assistance.

Clip, I agree with you but that argument is with the administration and not the police department. Getting money for equipment and sometimes much needed equipment from the CC is like pulling teeth, especially with the budget the CC is allowing the department now and in past years.
