There is nothing wrong with cities having master plans. Matter of fact, Utica has one that hadn't been updated in decades. The problem with this latest one is there's no goals or benchmarks nor actual plans on how to acheive what is laid out. Maybe that's what they consider a master plan to be, but as I stated, a plan to me outlines how to acheive specific goals and timeframes for doing so. I mean I can say to you my master plan is to be a millionare by the time I'm 50. Without any outline of how I am going to get there, my master plan is a pipedream and unattainable. And lets also not forget one of Roefaro's campaign come on's was that he had a Master Plan for Utica. Three years and about $300K later, he bought one.

Well not being an expert on urban development, I can't say for sure, but I would think that a master plan would be laid out in phases, and once a city pays to develop such a plan, it would survive from one adminstration to the next. So far the only thing that I see that will be accomplished by the Roefaro adminstration in the line of improvement will be the foolish round-about, which the city needs about as much as it needs a subway system. I laugh when I hear people talk of the slow commute or the traffic congestion in the city.
I would have to prioritize that fiasco as about phase 5 in importance in a logically prioritized plan.

People here wouldn't know a traffic jamb if it materialized into Downtown during rush hour!!! They would have a friggin' heart attack! A traffic jamb would at least mean the city was busy; jobs to get to and homes to go home to, shopping to be done, things to do, places to go and people to see.....it would mean we were alive. Right now we're just waiting for the undertaker to pump the forever goo into us.

It seems that Uticans define having to wait for a second light as traffic congestion, lol. I have always been a proponent of leaving for a destination early enough to allow 15 or 20 minutes for any delays. I used to go to work at least a half hour early, and have a leisurely cup of coffee and read my paper before my employees arrived and opened the office for business. Morning was always my favorite time of day, and hurrying to work tends to create extra stress and set the mood for the entire day. I would be willing to bet that one can still drive from Baggs Square to New Hartford in less than 20 minutes in the very peak of the "rush hour".
When I drove the Syracuse bus for Central NY Coach Lines, our schedule was 20 minutes from downtown NH to the bus station, and that included stops to discharge passengers along the way.and back then there WAS a significant amount of traffic on Genessee St.

I for a fact know that especially on Saturday's a Bus that leaves New Hartford can make it downtown in front of APAC with 8 to 10 minutes to spare!
New traffic lights were installed on Genesse St so that they co-ordinate better. I have been watching them and it doesn't work. The pedestrian wait and go lights are not working on some streets. A new timing signal that counts down to alert the public when to cross the street has problems. I was going to email the Mayor about this several weeks ago when all this started buy it is more fun to just watch. After all that money spent everyone who crosses the street downtown still crosses when ever and where ever they wish. Sat. I was downtown along with 10 other people around noon and even the Bus drivers wanted to know where the people are!!
