You're right. Studies have shown people remember the bad stuff more than the good. That's the reason for the negative campaigning. So, if the voter hasn't been following the issues and doesn't remember anything bad about the incumbent, he has nothing to base his vote on but name recognition.
It's human to choose the familiar.

A couple decades ago, a district was created for Ms Destito. I don't remember whose aide she was at the time (I once had a memory, of all the things I've lost I miss my mind the most).
The gerrymandering necessary to create a safely Democratic district in a Republican majority county made the other district bullet-proof Republican. The result was we are represented by 2 drones who are very careful to never offend anyone who could impact their safe elections.
The only competitive election I can recall in either district was LaPolla vs. Destito, an aberration caused by a man who has a constituency outside the party framework.

Roanne worked for Sheldon Silver. He liked her work so much, he created a lifetime career/retirement with benefits for her.

Shelly Silver is the King of New York, and he no longer needs to share that power with Joe Bruno. Nothing, and I mean NOTHING happens in New York State without the Silver Lining. I know we have a governor, but that position is of little consequence. Were a district to elect an independent thinking White Knight In Shining Armour, he or she would get no further than the rules committee, which controls everything introduced to the legislature. " ... drones who are very careful to never offend anyone," is a very apt description of our "leaders."
