NH cop stalks town resident

As most of you know, I'm not a big fan of donna's disgrace of a newspaper.

For a little over a month now, there has been a serious issue with a town resident being stalked by a nhpd officer. NH cover up. According to the video, the woman tried to speak with chief philo, who refuses to see her. So she speaks with the DA's office. ADA Lisi suggested that she send a letter via "restricted delivery" to chief philo. philo refused to accept it. earl reed bragged about his friendship with Hon. Scott McNamara. I find it interesting that donna would refuse to publish a single sentence about this very important story, but has plastered her rag sheets with the NYM police chief. NYM chief.

I don't know how long this will stay up before donna deletes it for whatever asinine reason. But I urge you to look at the Concerned Citizens of New Hartford for Honest and Open Government website.

A town resident has had a member of the nhpd stalk and harass her for a long time. She tried talking with chief philo who wants nothing to do with it. She tried to give a statement to Officer Inserra, who refused to take it. This town resident then went to the DA's office and spoke with ADA Lisi, who advised the resident to send philo a letter via restricted delivery. philo refused to accept delivery, so, per the DA's office, the town resident sent the letter to town supervisor earl reed. reed has done nothing with it, which prompted this woman to attend a Town Meeting in July. reed and other town board members were rude and short with her. reed bragged about he was good friends with Scott McNamara and would have a chat with him. At a later meeting, reed boasted how this town resident 'wouldn't be bothering us again.'

Concerned Citizens requested a copy of the letter, but were denied access. First because the claims were unsubstantiated, and later because the letter was being used to determine the officer's future employment. The officer is on paid leave for now (as of August 13, 2008), per the Town Codes Officer and the Town Engineer.

Unfortunately, donna keeps deleting these posts. So please check the Concerned Citizens's website for true details. It is amazing how much donna purposely keeps OUT of her precious ragsheets. I'm in the process of sending a letter to Gatehouse detailing her many transgressions. It will be interesting to hear their response...

on this article's comment section, and it would be deleted. After the third time of it being deleted, I carpet bombed the page (posted the same thing about 20 times). Donna finally decided to disable comments to that article.

Now, here is a situation where a woman's life is in danger, and the od won't publish a scintilla. I find it appalling that she can hang the NYM Police Chief out to dry, but do nothing with this New Hartford matter. Regardless whether the complaint has merit (which it does, why else would philo refuse to accept the letter, and why would reed boast about how he "talked with my good friend scott at the DA's about that lady, and she won't be bothering us anymore), the manner in which the complaint was handled is egregious and should be rectified."

No offense, but why didn't you just post this publically in the first place? Your comments are clearly off topic for the article in question.

I happen to share your feelings about what appears to be happening with the young woman's situation, but reasonable people can view the same situation and be naturally skeptical. While the suspension..er...."leave"...of the officer appears damning even a supporter like myself has to admit there's a lot of the story missing.

My point is that the story i'm referring to should be covered too. My comments were in response to a question asked of me on the article. My first message asked why is there no coverage about the nh cop stalker case. The od left that up, but not the later post that I posted.

That's the point, is that there is a lot missing to the story. That's intentional on the town's part. Why isn't there any pressure to find out why the town is going through such great lengths to silence this woman and cover up the alleged stalking? The proof, here, is in the silence and intentional missing pieces.

As for why I didn't just post it initially, well, the website I provided did a good job of covering what I would have said earlier. It's just very telling that there is something sinister going on, otherwise, I'm sure the town would have no problem discussing it in the open.

Right to peaceful assembly?

Could the general public possibly gather at the next regular NH Town meeting to peacefully force discussion on this issue?

I'm not surprised by the dismantling of the comments on that article. Nobody should be. The OD is dying on the vine now as it is. If it isn't listening to ALL the public, then why bother to publish in any place but New Hartford.

Thankfully I don't know any New Hartford officers, although if one of them is responsible ... then the entire force has to be disgusted over it and they (or most of them) probably know.

Since the NHPD won't do anything, I hope this woman has contacted the Oneida Co Sheriff Department or NYS Police to help her. No one should have to put up with stalking, and police officers should not have special privileges.

I really feel for this poor woman. My parents were viciously harrassed for years by a former police chief's son. No law enforcement (local, county or state) would touch any of the complaints, and there were many. My parents solved the problem by selling their home and moving to another municipality.

Yes, but they obviously should NOT have had to take such an action to get out from under a punk that had too much of the wrong time on his hands.

The woman in NH should carry a cam recorder with her at all times.
She should never go anywhere alone, obviously, and I'd suggest a visit to her primary care physician to document her actual mental state periodically. Not because she may be anything but scared, but because it will be less likely that NH officials (in any respect) via direct remark or through underlings can diminish this woman by saying she's a kook.

She absolutely should carry a cam recorder at all times. My father used just a pocket tape recorder and was able to get all sorts of threats on the tape, but it didn't help. Law enforcement still did nothing.

ah but people do we know if any of this is actually true just cause a complaint is made doesn't necessarily mean it happened and if true shouldnt she get an attorney involved if no response were given by the alleged perps supervisors?

swimmy for the record not everything is a "story" just because you or others may want to know more not everything that happens should be availabble for general edification...what if she got a speeding ticket and just decided to make this guys life miserable makes it a problem between them and not necessarily our business , i'mnot saying this is what is going on i saw the same videos u did but coming from law enforcement we are the folks people complain about the most and take it from me 99% of the complaints are usually pure bull

I agree with you about both posts. However, in evidence law, where a case is civil, your silence can be used to imply that were you to provide an answer, it would adversely affect your position. So, while it may not be a "story" their silence in insistence on preventing any questions to be raised at a meeting begs the question. Being an attorney, I can assure you that the profession receives many complaints with the court grievance committee, most of which are merit-less. But I am confident that if an attorney were to handle a complaint in this manner, it would most certainly lead to his disbarrment.

There is a serious issue when a police chief chooses to refuse to accept a "restricted delivery" correspondence. Or an officer refusing to take a person's statement. If it was a bogus complaint, they would still take the statement, just not end up doing anything with it. Perhaps the refusal to take a statement is an attempt to prevent a written record because there is a story going on. Why would the town codes superintendent and the town engineer be aware of this officer's "leave"? Why would the town supervisor refuse to allow this woman to make her claim and then boast about talking with his good friend in the da's office?

I can certainly share in your frustration with many complaints being bogus, but I'm certain that this story involves more than a woman pissed off over a speeding ticket trying to make his life miserable. Too many officials are trying to silence this story for that to be the case.

I'm concerned for her mental health now, after the complaints have been made public. We don't do enough as a society in this country about stalking. The laws are not addressing it properly.

Likewise, bullying on any level only takes a person, the victim, down a slippery slope...because when you're mistreated that way you really DO want some sort of attention paid to the offending person/parties.

She has to be upset and scared more than we can imagine. Swimmy, Is there a legal reason why the officers name is being withheld?

is the officers suspension related to this case or some other issue?during the tape of the nht meeting she was referred to several times as mrs soand so, this begs the question if there is a mr. soand so and if so where is he in all this.. i have read the threads on other forums and there are those folks out there implying she has made claims of this nature inthe past...and admittadly not knowing any of the players in this cast nor any of the back story or specific allegations it is certainly difficult to discern the bs from the bull. without all of the facts we all should be careful in making judgements or chosing sides.
