I stated before that the issues with Pylman stemmed from way more than the City residency rule and we will never know the truth. This rule only applies when they want it to apply. The previous Chief Benny Rotundo didn't live in Utica.
I personally could careless where they live as long as their qualified to hold the position. Maybe they would take up residency here if they worked here.
I will ask why people are against this City of Utica residency rule but not the Oneida County residency rule?

What about the idea of home field advantage? In other words, would you want a carpet bagger to come in and tell us what is wrong with our area, having no ties to the area, having no well-founded understanding of the issues that concern our area, etc.? Would you want a person from New York City, born and raised in New York City working for county government? It would make fighting NYRI interesting at best. What about our president? Would you be accepting of a Chinese National running for the office? It would be no different than if we allowed someone from Arkansas to run for U.S. Senate and tell us how best to fix our problems...
There are some reasons why a residency rule is good. But for non-policy making positions, it might not be such a good idea.
I'm just playing a little devil's advocate to see what others might think about the residency requirement from that perspective.
