Swimmy, when I was your age ... I'm guessing ... the Arterial was touted as necessary to get traffic from one end of the city to another. (E.g., all those GE workers from French Rd., at the time, to north Utica new housing that was going up.) The Arterial did the job well, since when it first opened there were no traffic lights. Trouble was, no one could get across it or even on it without risksing their life. So, eventually, traffic lights were installed and they slowed everything down quite a bit. Based on the data cited above, I'm still willing to listen to an explanation by the city as to why they want a roundabout at Oneida Square. And yes, Paris notwithstanding, they can look pretty. There's an intersection southwest of Albany in Voorheesville that has been tremendously improved aesthetically by the addition of a small roundabout with brick edging, etc. By the way, I've been going from memory regarding Oneida Square. Although I've been through it in the last year or so, I didn't remember much about it and so I just Google Earth'd it. Yikes, what a complicated intersection, especially with Plant St. coming in there. Great place for a roundabout!

They are traffic circles (that I well remember) and not roundabouts. Big difference. As posted above, roundabouts have quite a different set of accident statistics, due to speed, etc. The traffic circle at Thruway exit 19 near me in Kingston was replaced 5 or 6 years ago with a roundabout and the accident rate went down drastically, as did the injury rate.

Guessing from the DOT's mantra, the DOT probably placed some black wire strips across the road and monitored the data from a remote computer to make sure the system was working. After all the data was collected, I'm sure an engineer spent about 400 man-hours analyzing the collected data and spat out some weird report that the politicians will cling to for dear life to gain votes...
